Fentanyl overdose leads to charges

Winneshiek County Deputies responded to a fentanyl overdose near Kendallville on May 28, 2023. A Winneshiek County Deputy administered Narcan to the victim and the victim was transported by ambulance. Winneshiek County Sheriff’s Office and Howard County Sheriff’s Office began an investigation and on May 31, 2023, a search warrant was executed at Brian Jessen’s residence in Lime Springs. As a result of this search warrant on Feb. 5, 2024, Brian Jessen, 48, of Lime Springs, was charged and arrested for the following: B felony controlled substance violation (methamphetamine); C felony controlled substance violation (counterfeit or simulated controlled substance; C felony neglect or abandonment of dependent person; D felony gathering where controlled substances are used; D felony failure to affix drug stamp; aggravated misdemeanor child endangerment; two counts of simple misdemeanor failure to assist resulting in serious injury; and simple misdemeanor possession of drug paraphernalia. This was a lengthy joint investigation involving the Winneshiek County Sheriff’s Office and the Howard County Sheriff’s Office.
