Decorah Police initiated a traffic stop on South Mill Street Jan. 2 at approximately midnight. Officers charged Brandon Carney, 38, of Decorah, with first offense operating while intoxicated.

Winneshiek County Sheriff
Tracy Morris, 48, of Lawler, was arrested Dec. 20 at the Chickasaw County Jail and booked into the Winneshiek County Jail on an arrest warrant for failure to serve jail time.
Alisha Colsch, 26, of Ossian, was arrested Dec. 29 at 9:47 p.m. in Ossian, and booked into the Winneshiek County Jail for disorderly conduct. While incarcerated in the jail, Colsch assaulted jail staff and was also charged with serious misdemeanor assault.
Winneshiek County Deputies responded to an incident at the Winneshiek Medical Center Jan. 2 at 11 a.m. Alisha Colsch, 26, of Ossian, assaulted medical staff. She was arrested and booked into the Winneshiek County Jail for serious misdemeanor assault and serious misdemeanor criminal mischief, 4th degree.
Ryan Kuhn, 19, of Calmar, was arrested Dec. 24 at 12:24 a.m. on County Road W14, Ridgeway, and booked into the Winneshiek County Jail for operating while under the influence.
Lindsey Bigler, 34, of Cresco, was arrested Dec. 23 at 9:39 a.m. on Short Street in Decorah, and booked into the Winneshiek County Jail for aggravated misdemeanor possession of controlled substance (methamphetamine) 2nd offense, and possession of drug paraphernalia.
Tyler Tessmer, 21, of Arlington, was arrested Dec. 22 in West Union, and booked into the Winneshiek County Jail on an arrest warrant for violation of probation.
Tonya Mogren, 44, of LeRoy, Minn., was arrested and booked into the Winneshiek County Jail Dec. 31 at 12:14 a.m. on Highway 139 for operating while under the influence and serious misdemeanor unlawful  possession of prescription drug.
