Reports from the Decorah Police Department

A theft occurred at 306 College Drive (Kwik Star) Dec. 8. Decorah Police Officers received camera footage from Kwik Star, and observed an individual taking items and concealing them in their clothes prior to exiting the store. Officers conducted a thorough investigation and identified the individual responsible. On Dec. 28, 2023, Decorah Officers interviewed the individual and a family member Dec. 28. Subsequently, the individual was charged with theft 5th degree (simple misdemeanor) and possession of alcohol by persons under 18. 

Decorah Police Officers received a 911 call to the Walmart parking lot Dec. 28 at approximately 7:58 p.m. for an unconscious individual in a vehicle. Upon Officer’s arrival they discovered a male in a vehicle parked in the travel portion of the parking lot. The reporting party and another witness were speaking with the male and stated they did not know what was wrong. WinnMed EMS was dispatched to assist officers. After EMS determined the male was not having a medical event, Officers conducted their investigation. Subsequently, Jerome Charles Allison, 68, of Jackson, Miss., was placed under arrest for operating while under the influence, 1st offense, a serious misdemeanor. He was transported to the Winneshiek County Jail, where he was placed into the jail staff’s custody. Decorah Police Department was assisted in this incident by WinnMed EMS, Winneshiek County Dispatch, Winneshiek County Jail staff, Walmart Asset Protection, and the reporting party/witness. 

Decorah Police initiated a traffic stop on Locust Road in Decorah Dec. 29. After investigation the driver, Jade Alice Kraft, 25 of Decorah, was arrested and charged with operating while intoxicated and child endangerment.
