Misdemeanor prostitution charges filed.

Winneshiek County Sheriff
Nicole Burgos, 29, of Oelwein was arrested and booked into the Winneshiek County Jail on Jan. 31 on an arrest warrant for two counts of aggravated misdemeanor prostitution. This arrest warrant was from an incident/investigation occurring on Jan. 24 in Fort Atkinson. The Jan. 24 incident in Fort Atkinson involved the arrest and booking of an Oelwein man for felony pimping. This is an active and ongoing investigation with additional arrests/charges forthcoming. 
Collin Hageman, 19, of Calmar, was cited for failure to provide proof of financial liability and failure to stop in an assured clear distance following an accident Jan. 19 in Decorah.The investigating officer came upon a two-vehicle collision at the intersection of Highway 9 and Short Street. A vehicle driven by Therese Vang, 43, of Decorah, had reportedly stopped in the left turning lane in the eastbound lane of Highway 9, waiting to turn onto Short Street. Hageman’s vehicle was eastbound and came into the turning lane too fast for conditions. He was unable to stop and collided with the rear of Vang’s vehicle. Damages totaled $1,500 to each vehicle. 
Brandon Thibadeau, 29, of Decorah was arrested in Fayette County on Jan. 29 and transported to the Winneshiek County Jail on an arrest warrant for theft, 5th degree, possess/control under $300.

Decorah Police
Decorah Police charged Jadan Ruff, 20, a Luther College student from Phoenix, Ariz. with harassment, third degree on Jan. 13 at 8:30 a.m. Ruff was cited for an incident that took place in November 2022 on the Luther College campus.
