Ayden Burrow, age 18, of West Union was booked into the Winneshiek County Jail at 12:20 a.m. Monday, July 29 on the charge of reckless driving. A criminal complaint said Decorah Police responded to a single-vehicle accident at approximately 11:52 p.m. Sunday, July 28 in the area of Claiborne Drive in Decorah. A pair of juveniles told police Burrow “had been following (the female juvenile) around town and driving on the wrong side of the road to stay parallel with her.” The complaint went on to say the vehicles were driving west along Claiborne when Burrow “accelerated, crossed into the oncoming lane and intentionally left the roadway and struck a light pole on the south side of the road,” near a softball field. Alisha Colsch, age 28, was booked into the Winneshiek County Jail at 11:03 a.m. Tuesday, July 30 to await transport. 

Joseph Durvin Gallagher Jr., age 66, of Decoarh was booked into the Winneshiek County Jail at 12:50 a.m. Wednesday, July 31 on the charge of public intoxication — first offense. A criminal complaint said a sheriff’s deputy was waiting with a patient in the WinnMed Emergency Room around that time, and staff asked the deputy to “assist with a male who was laying face down in the parking area outside.” The deputy found Gallagher in the parking area and said the 66-year-old admitted multiple times that he was intoxicated and had driven his vehicle to the hospital. Gallagher came inside and was evaluated for an injury to his nose. The criminal complaint said Gallagher told the deputy he planned to walk or drive home after he was finished at the hospital, and the deputy advised the 66-year-old “he was too intoxicated to do either, and he needed to stay at the hospital or call for a ride.” The complaint said Gallagher refused to listen and walked outside into the parking area, and consented to a preliminary breath test, which indicated his blood alcohol content was more than twice the legal limit to operate a vehicle in Iowa. Gallagher was then placed under arrest.

Amber Nicole Baker, age 19, of Calmar was charged with operating while intoxicated — first offense — at approximately 7:46 p.m. Thursday, Aug. 1 near the intersection of Oak Hill Road and Oil Well Road in Decorah. A criminal complaint said an off duty police officer reported seeing a vehicle traveling east along Highway 9 at about 90 mph. A sheriff’s deputy located the vehicle, which had pulled over on a gravel road. The deputy approached Baker, who told the deputy she “pulled over to do some makeup,” according to the complaint — the deputy reported the smell of alcohol coming from the vehicle and what he believed to be vomit “on the ground just outside of her vehicle with fresh footprints around it that appeared to come from the vehicle.” The deputy also noted what seemed to be fresh damage to the vehicle’s front bumper and windshield, which the complaint said was consistent with a report of a vehicle striking a street sign near the intersection of Highways 9 and 52 — that report was made about 10 minutes before the off duty officer reported the speeding vehicle. Baker was arrested and booked into the Winneshiek County Jail at 9:55 p.m. the same day. 

Ephraim Troyer, age 43, of Elma was booked into the Winneshiek County Jail at 10:15 a.m Sunday, Aug. 4 on an arrest/bench warrant for contempt of court. Information from the Winneshiek County Sheriff’s Office said Troyer was arrested in Howard County before being transported to Winneshiek County. Court records show Troyer had been charged with dark or tinted windows in May.

Cleotha Wilder, age 42, of Waterloo was charged with possession of a controlled substance — third or subsequent offense at approximately 4:22 p.m. Sunday, Aug. 4 in the 2400 block of 171st Avenue in Decorah. A criminal complaint said Wilder was seen driving a vehicle from Walmart to Casey’s Convenience Store in Decorah at approximately 4:22 p.m. that day, after Walmart loss prevention reported a possible incident. The complaint said deputies saw Wilder “throwing a glass pipe out of the passenger window of the vehicle he was riding in” and added he “also had a rubber tube in his possession that was used for smoking methamphetamine.” Wilder was also cited for driving with a suspended license. He was booked into the Winneshiek County Jail at 4:45 p.m. the same day.

Ernesto Garcia Vega, age 42, of Decorah was booked into the Winneshiek County Jail at 11:10 p.m. Sunday, Aug. 4 on the charge of operating while intoxicated — first offense. The Winneshiek County Sheriff’s Office received a report of a vehicle swerving all over the road along Highway 9 and later Montgomery Street in Decorah. A deputy located the vehicle and driver. Subsequently, Ernesto Garcia Vega was arrested and booked into the Winneshiek County Jail for operating while under the influence.  

Keaton Drew Boydston, age 21, of Decorah was charged with operating while intoxicated — second offense — at approximately 9:48 p.m. Tuesday, Aug. 6 in the 2600 block of Madison Road in Decorah. The Winneshiek County Sheriff’s Office was dispatched to that location after receiving a report of “a male subject who showed up at a residence and (was) believed to be intoxicated, wrecked his vehicle nearby and is not wanting law enforcement contact.” The complaint went on to say Boydston had been dropped off at another residence on Twin Springs Road, where he was located. Deputies reported the 21-year-old showed signs of intoxication and was placed under arrest. He was booked into the Winneshiek County Jail at 9:10 p.m. the same day. 

Candice Padron, age 37, of Fort Lauderdale, Florida, was charged with domestic abuse/assault at approximately 2:35 p.m. Wednesday, Aug. 7 in the 200 block of Fifth Street Northwest in Fort Atkinson. A criminal complaint said an adult victim claimed Padron was intoxicated and grabbed the victim by the arm, leaving a mark before throwing the victim on a bed. Padron was arrested and booked into the Winneshiek County Jail at 3:50 p.m. the same day.
