Winneshiek County Sheriff

Frank Snell, 68, of Decorah was cited for interference with official acts and accessory after the fact following an investigation at 400 Claiborne Drive, Decorah Dec. 7 at 11:10 a.m.

While incarcerated in the Winneshiek County Jail, Ryan Vaughn, 41, of Fort Atkinson, was charged with five counts of violation of protective order.

Chase Telsrow, 40, of Decorah, was arrested Dec. 6 at 8:08 a.m., and transported from the Cedar County Jail to the Winneshiek County Jail where he was booked on an arrest warrant for two counts of violation of pre-trial supervision.

William Powell Jr., 29, of Greeley, was arrested and booked into the Winneshiek County Jail Dec. 10 at 5:01 p.m., on an arrest warrant for failure to appear on a charge of dominion/control of firearm.

Decorah Police

Decorah Police responded to an attempted burglary near the 500 block of West Broadway at 6:40 a.m. Nov. 29. After a several-day investigation, it was discovered there were multiple burglaries in that area. The suspect was identified as a Decorah juvenile, and was taken into custody. Currently, there is no concern for public safety relating to the incident.

Winneshiek County Dispatch received a driving complaint inside Decorah city limits Dec. 9 at approximately 10:24 p.m. The reporting party stated that there was a vehicle traveling west on Highway 9, moving very erratically, swerving in all lanes, and varying speed. Police responded to the area of Highway 9 and Montgomery Street, where they observed the reported vehicle enter the eastbound lanes of travel while traveling westbound. Decorah Police Officers attempted to stop the vehicle, but the vehicle failed to stop. The vehicle nearly struck multiple vehicles and was followed by Decorah officers with emergency lights and audible sirens to stop the vehicle due to severe safety concerns. The vehicle came to a stop at the intersection of Highway 9 and Short Street. Officers were able to place the vehicle into park, turn the vehicle off, and detain the driver. Subsequently, the driver, Norlan Evenor Alfaro-Centeno, 29, of Lime Springs, was placed under arrest. He was charged with operating while under the influence, 1st offense, a serious misdemeanor. Additional charges were for having no valid driver’s license and eluding. Alfaro-Centeno was taken to Winneshiek County Jail where he was transferred into jail staff’s custody. Decorah Police Department was assisted by Winneshiek County Dispatch, Winneshiek County Deputies, and Winneshiek County Jail staff. 

Winneshiek County Dispatch received a report of a driving complaint traveling on Highway 9 towards Decorah Dec. 8 at approximately 9:59 p.m. The reporting party stated a a vehicle was driving erratically, varying speeds, and failing to maintain their lane. Police located the described vehicle and observed poor driving conduct. During the traffic stop/investigation, it was determined that the driver and sole occupant of the vehicle, 27-year-old Juan Lorenzo Mejia, was operating while under the influence. He was arrested and taken to the Winneshiek County Jail, charged with operating while under the influence, third offense, a D felony, and no valid driver’s license. Decorah Police Department was assisted by Winneshiek County Dispatch and Winneshiek County Jail staff.
