Public hearings are for the public

By Joe Skoda, Rural Decorah

In early 2023, I started attending weekly Winneshiek Board of Supervisor meetings either in person or online. Today — Aug. 5 — I attended, in person, a meeting that included a public hearing related to rezoning Winneshiek County farmland from agricultural to general industrial. At least 70 people were in attendance in person and online. I watched the board chair Dan Langreck point and shout and argue with members of the public who were there to share their thoughts and opinions, stating that he is “in charge” and would decide what comments would be allowed.  During the public hearing time, three particular supervisors used time to express opinions and allow the project investors extended time to promote their proposed development — it appeared to me that three supervisors already had their minds made up prior to the meeting.

That’s not the purpose of a public hearing. The public hearing time is for the public. The chair’s words and actions discouraged attendees from speaking, rather than feeling like their input is welcome. The board of supervisors is supposed to represent the public, and that requires listening.  Winneshiek County deserves better than what I witnessed today — the board chair shouting at members of the public. We deserve supervisors who will be courteous and listen to people who want to share their thoughts — not shut them down — and actually consider public input at a public hearing. We have an election coming up — and we seriously need a change.  I encourage Winneshiek County residents to look at all their options and vote accordingly.
